Kelpie was once just a bunch of seaweed stuck to a passing cargo ship in New York that got hit with mutagen during the events of "The Mutation Situation" who mutated into a small girl made of seaweed. She was discovered by Michelangelo when she ventured into the sewer system. She made friends with Mikey and he took her back to the Lair to meet his brothers. She moved into a fishtank in Mikey's room and became his closest confidant. She was one of the only ones to take Mikey seriously and she was quite close to Ice Cream Kitty and Leatherhead as well.
